The Court Reporting Systems Program Manager manages statewide court operational programs related to electronic filing (e-Filing), electronic citation processing (e-citation), Kansas Bureau of Investigation (KBI) reporting, and Department of Motor Vehicles (DMV) reporting. The position is responsible for the strategic planning, administration, implementation, and continuous improvement of technology-supported court programs that support district court operations throughout Kansas.

The program manager develops and implements statewide policies, procedures, and operational standards; evaluates program effectiveness; oversee system enhancements and technology initiatives; and ensures compliance with reporting requirements and court business processes. This position serves as the primary liaison between district courts, the Office of Judicial Administration, external agencies, vendors, and technology partners. The program manager supervises professional staff and leads statewide projects designed to improve operational efficiency, data integrity, system functionality and customer service. 

This is a hybrid role, with flexibility for remote work and availability to work in the Topeka Branch on an as needed basis. Travel may be needed for training purposes statewide. 


Primary Responsibilities:

  • Managers statewide court programs related to e-Filing, e-Citation, KBI reporting, DMV reporting, and related technology-supported business processes.
  • Develops, implements, and evaluates statewide policies, procedures, standards, goals, and operational guidelines to ensure consistent and effective program administration across district courts.  
  • Leads the planning, implementation, testing, and continuous improvement of system enhancements, technology initiatives, reporting interfaces, and business process improvements.
  • Evaluates program performance and operational effectiveness through data analysis, stakeholder engagement, and workflow assessments; recommends and implements strategic improvements.
  • Ensures the integrity, accuracy, and timeliness of data reporting and system operations, including oversight of reporting interfaces, import processes, automated jobs, and related technology functions.
  • Serves as the statewide subject matter expert and primary liaison for assigned programs, providing consultation and guidance to court leadership, judges, clerks, vendors, external agencies, and other stakeholders.
  • Develops and maintains program documentation, business requirements, operational procedures, training materials, and reporting standards; provides training and technical guidance to court personnel and external partners.  
  • Supervises professional staff, including assigning work, establishing performance expectations, conducting performance evaluations, providing coaching and development, and participating in hiring, disciplinary actions.  
  • Oversees payroll, leave administration, personnel transactions, employee development activities, and other supervisory responsibilities for assigned staff.
  • Prepares reports, recommendations, presentations and other communications regarding program performance, operational trends, risks, and improvement opportunities.

Required Education and Experience:
Graduation from an accredited college and university with a bachelor’s degree in public administration, business administration, information systems, criminal justice, or a related field is preferred. Additional management or program administration experience may be substituted for education on a year for year basis.

Knowledge, Skills and Abilities:
  • Knowledge of program management, organizational administration, operational planning, and continuous improvement principles.
  • Knowledge of court operations, judicial processes, business systems, and technology-supported workflows.
  • Ability to develop, implement, and evaluate policies, procedures, standards, and operational practices.
  • Ability to manage multiple programs, projects, priorities, and stakeholder relationships while meeting organizational objectives.
  • Ability to analyze complex operational and technical issues, identify solutions, and lead process improvement initiatives.  
  • Ability to supervise, develop, and evaluate staff while fostering a collaborative and customer focused work environment.
  • Ability to communicate effectively with judges, court personnel, executive leadership, vendors, external agencies, and other stakeholders both verbally and in writing.
  • Strong organizational, analytical, and problem-solving skills, including proficiency with Microsoft Office Suite and court-related technology systems.
