Reports to: Kansas Judicial Branch Director of Information Services (with a secondary reporting line to the District Court Administrator for work assignments and priorities) 

Overview: 
This position is a key technical leadership role within the 10th Judicial District, providing critical support for computer hardware, software, and Windows-based server applications. A primary focus is assisting the Kansas Judicial Branch in supporting a new centralized case management system. This role requires advanced system analysis, cross-agency collaboration, and strategic planning to ensure stable system functionality.  This role also requires ability to document business requirements per customer needs, analyzing user requests to determine appropriate direction for assistance, and ability to coordinate and provide respective end user training and documentation.  

The position also involves direct engagement with the Office of Judicial Administration IT team, as well as external stakeholders and partners, including the Johnson County IT department, District Attorney’s Office, Court Trustee’s Office, Sheriff’s Office, and Community Corrections, to align technology solutions with judicial processes. This role requires complex problem-solving, integration of multiple application systems, and the development of technical controls and protocols. 
In addition to technical duties, this position provides leadership by managing a team of IT professionals, overseeing their assignments, performance evaluations, and professional development. 

Examples of work performed and key responsibilities: 
  • Technical Leadership & Systems Support: 
    • Serve as the working manager that leads efforts ensuring all court services are provided effectively and efficiently.  Tasks include but not limited to:
      • the support and troubleshooting of centralized case management, eFiling and all other court system components.
      • providing desktop and application support to all court staff 
      • Develops and enforces security controls, system protocols, and best practices. 
  • Stakeholder Collaboration & Training: 
    • Functionally reports to the District Court Administrator or the delegate.  Plan, coordinate and execute business requirements and plans directed by the Administrator.
    • Works closely with judicial staff, court offices, and external stakeholders to ensure technical alignment with functional requirements. 
    • Leads training sessions and provides guidance to end users to optimize system adoption and efficiency. 
  • Team Management & Performance Oversight: 
    • Supervises, assigns, and evaluates the work of a full information services team. 
    • Provides mentorship, performance evaluations, and ongoing professional development opportunities. 
    • Manages workflow priorities and ensures timely project execution. 
  • Strategic Planning & System Development: 
    • Leads discussions on future system functionality needs, initiatives, and enhancements. 
    • Assists in disaster recovery planning and system redundancy testing. 
    • Develop policies and procedures for efficient system operations. 
 Additional Duties: 
  • Troubleshoots and resolves technical issues related to judicial applications. 
  • Represents the unit in internal and external meetings. 
  • Identifies and implements process improvements to enhance system performance. 
This position requires a proactive leader with a strong technical background, excellent problem-solving skills, and the ability to collaborate effectively with internal and external stakeholders. 

Required Education and Experience:
Requires a bachelor’s degree, preferably in computer science or business information systems, or a related field, plus four years’ experience performing duties like those described above. Additional relevant experience may be substituted for the required education on a year-for-year basis for the formal education requirements.

  • Proficiency in Microsoft Windows Server OS management and administration. 
  • Hands-on experience with Microsoft Active Director management.
